Delete or Deactivate a User

Visitor-role users are permanently deleted. Non-Visitor users (Admin, User) are deactivated (set to inactive) instead of deleted, and remain retrievable with active=false. Re-provisioning a deactivated user via POST or PATCH active=true will reactivate them. DELETE on an already-deactivated Admin/User is idempotent (204 no-op). DELETE on a Visitor always permanently removes them.
